I don't think our prisons could hold that many people. This is something that needs to be handled in specific places. In schools, handling bullies is a part of making our schools a safe place. If teachers permit bullying, or worse are part of the bullying problem, they should be penalized whether they have tenure or not. In the workplace bullying is called harassment and there are laws to protect against that - but the laws don't do any good if no one reports anything. In the home that is called abuse and the same thing applies there. There are laws already out there to protect us, but they don't do any good if no one reports anything.
