What is the right age to use a mobile?

There has been a debate on the right age for kids to make use of mobile devices. Some believe that kids making use of it when they are less than 15 is wrong while others say that it doesn't matter. What do you have to say about this?

The right age....its relative depending on the environment, exposure and upbringing of the child, for instance in Europe and America it could be btn 8-16 and in Africa its could be 18-21 but also depending on the above factors .
